Hi Scott,
I assume this is using the EMSDevServer.exe? If so, when I've seen this message, if I click OK to dismiss it, I find that the dev server is actually working.
I *think* this is not actually an error message, but rather just a reminder that you're using a dev license for Interbase and as such, dev limitations apply.
