To answer the question that you actually asked, you could create an "issue" at quality.embarcadero.com , or perhaps raise a support ticket at support.embarcadero.com
However I have installed radiant shapes many times (although admittedly not in the last month or so) without problem and would be surprised if this were anything more than a case of "false-positive".
Perhaps it would be better to report it to Webroot?
If possible, include a copy of the blocked file to allow them to establish whether or not this is just a false-positive - as, I suspect, it will turn out to be.
Another way, that worked for me, is to click 'View' / 'Toolbars' / 'Customise...', then select 'Desktop' in the Customise window and click the 'Reset' button.

I'm pleased to report that Embarcadero have now resolved the issue....
This problem seems to be due to a "disagreement" between the new release of XE8 and the current configuration of Embarcadero's GetIt REST server. I have reported it at quality.embarcadero.com as Issue RSP-11350....
