Wow, that is REALLY high for an average user.
I'll talk to our IT support, and try to have a workaround on this. Maybe lower it down to first '10-20' posts. And will also relay those suggestions regarding 'users who are under the license and Embarcadero product buyers list' will be exempted from moderation. We'll see what we can do. Hopefully there is a mechanism in place so that LEGITIMATE users are no longer moderated after their posts have started being approved? I've noticed that my posts are no longer moderated, but I don't know if that is because of my reputation and good standing in posting non-spam, or because I had to ask not to be moderated anymore. A *decent* forum should have some kind of counter in place for moderating new users until they are deemed OK to continue posting unmoderated.
Yes, there is a counter. Only 'first 100 posts' will be moderated - this will be enough proof that the user is a legitimate user and really participates in the forum. That's why when you reached your 100th post, you are no longer moderated.
Spammers are getting wiser nowadays, they post answers that will look "relevant" on the topic/thread, and seem knowledgeable but all they really wanted to do is to drop a link at the bottom. We can't really put our guard down - better be safe than sorry.

3 months ago we dealt with huge spam on this forum that came from real users who put effort in registering just so they could drop a link. A hundred spam posts a day, that lasted for around 2-3 weeks because we are not moderating posts back then and they keep coming. We had to delete all posts manually and blocked those users. And that is the worst thing that could happen again. Spam posts are still coming in, but since posts are moderated - they will not get in and will be blocked immediately.
This usually happens when users are doing multiple submissions per day. Google reCaptcha works in such a way that as the number of submissions increase by a user within an amount of time, the captcha becomes harder. If this is not the case, and if this still happens even on single submissions, kindly let us know.
Also, all posts are subject to approval and being moderated within 24 hours. Typically, when posts are submitted within business hours, the approval is the same day. If it's submitted on a weekend, then the approval will be on the next business day which is Monday.
