There is a bug in the web installer. If you use the offline installer (30514 Delphi and C++Builder 10.1 Berlin ISO) the compiler is correctly installed.
There is another workaround for the web installer. Create a support case if you need that workaround

You are welcome. Actually you can extract the .iso file on your hard disk with programs like 7zip or WinRar or use some virtual dvd drive. That way you don't need to burn the disc.

As a general advice I suggest you to download the latest version of the SQLite driver from http://sqlite.org/2016/sqlite-dll-win32-x86-3130000.zip and copy it to C:\Windows\Syswow64. Be also sure that there is no other sqlite3.dll on your computer, because it could be the one that is loaded and that could be provoking the issue.
