I have installed Delphi 10.2.3 Pro which apparently now includes the mobile add on pack stuff, but I cannot see how to enable any of this. The only platforms I see are Windows 32, 64 and OS X. This was installed with the web installer over 10.2 (I believe).
Sounds like it is still in starter edition mode. I had a similar problem, in Delphi check Help > Licence Manager and ensure you have your trial serial or licensed serial showing in the Workstation licences list. Once this is showing and you 'Update' on the right hand side it normally works.
It was a bit fiddly to get going on my side, I had to reinstall Delphi to enable my licensed version.
For info, I have my starter edition showing below my 10.2 Tokyo Pro named User and Mobile Add-on workstation licence.

Ah OK, I would contact support in that case.
Try removing the 10.1 licence details and see if it works after that, also double check that your 10.2 Pro version does actually include the mobile pack as this was only enabled very recently as my licence says 10.2 Tokyo Pro named User and Mobile Add-on. Not sure if you get automatic entitlement to the mobile pack, I would contact support to check this.
